What is ESOS?
The Energy Savings Opportunity Scheme (ESOS) is a mandatory energy assessment scheme for larger UK organisations. It requires businesses to understand how energy is used across their buildings, processes and transport, identify their significant energy consumption and assess opportunities to improve efficiency.
A compliant ESOS assessment should do more than meet a regulatory requirement. It should highlight where energy and cost savings can be achieved, helping organisations make informed decisions about future improvements.
Recommendations can range from operational changes and improved controls to equipment upgrades and larger capital projects.
While ESOS does not require organisations to implement every recommendation, Phase 4 places greater emphasis on Action Plans and reporting progress against them.



Do I qualify?
If your organisation has any of the below, you qualify for ESOS Phase 4:
- 250 or more employees
- An annual turnover of £44 million and a balance sheet total of £38 million
Qualification is not always as simple as looking at one company’s employee number or turnover. Group structures, overseas parent companies, UK subsidiaries,
acquisitions, disposals and organisations close to the thresholds can all
affect the answer. If there is any doubt, it is worth checking the group
structure early rather than discovering close to the deadline that additional
entities need to be included.

What happens if I don't comply?
ESOS is a legal requirement for organisations that qualify. Regulators can take enforcement action and impose financial penalties where organisations fail to meet their obligations. Details of non compliance and penalties can also be published.
Leaving ESOS until the last minute can make the process more difficult and expensive. Energy data often sits across different teams, suppliers, landlords, fleet systems and sites. Audit visits need organising, gaps need resolving and the assessment needs the appropriate review and sign off. Starting early gives the organisation time to deal with those issues properly.

Phase 4 Key Dates
6th December 2023
Phase 4 Compliance Period Began. The fourth compliance period runs from 6th December 2023 to 5th December 2027.
31st December 2026
Qualification Date. This is the date used to determine whether an organisation meets the Phase 4 Qualification criteria.
5th December 2027
Compliance Deadline. The ESOS assessment must be complete and the notification of compliance submitted through MESOS (the online EA Platform) by this date.
After Compliance
Action Plan and progress reporting. Qualifying organisations continue with Action Plan and progress reporting requirements after the main compliance submission.
